I guess I know the only answer for sure is to have a title search (howmuch?) but isn't odd that there is no easily accessible record. For example, it seems as if it is possible for a lien to be placed against my house without me knowing it. I find this hard to believe. When a lien is recorded isn't there some mandatory notification to the owner? What prevent some fraud from putting a lien on the house?

A lien can only be placed if it can be proved that you actually owe on the debt and haven't repaid it. So a fraud will not be able to do that.

Tom, courts normally send summons by certified mail, return receipt requested before the proceedings start for placement of a lien on the property.

No one can place any lien upon your property without your knowledge or awareness. Before placing it, one needs to provide a notice as requested.
