As your mother is deceased, you'll have to first transfer the property in your name and then sell it off. You won't be able to sell off the property unless it is transferred in your name.

ensure to transfer in your name. It will give you ligal right to sell the property. you need to submit deat cerificate along with affidevit of heirship at country office for ownership transfer.
