I have lived in my current home since 1992 and during this time I have been maintaining the lot next door, even going as far as mowing, planting vegetable gardens, cutting down trees that have threatened to over taqke my property and parking various vehicles on this property. What would it take in order for me to take over this proiperty as the taxes are current and paid up to date.?
You would have to make the owner an offer. Unfortunately, you do not have ownership rights simply because you have been maintaining the property in some fashion.
I think you have to purchase the property for getting ownership.

If you have been using the property for quite some years, you can file for an adverse possession to take over the ownership of the property. There are laws that allow you to take possession of the property if you have been maintaining the property for a certain period of time as specified by the law and the original owner has not objected to it. But you will be required to give strong evidence in the court that you have indeed been using and maintaining the property for all these years.
