i forgot to mention that my step-father has not and will not give her POA and also he has two sisters still living.. can they come in on us for his property because we are not adopted by him.

Once your father quitclaim the property to you and your sister, then I think his sisters cannot interfere in it. The property is in your father's name and not in his sister's name. So I feel they have no right to claim anything out of this property after it is transferred in your name.
Moreover, the issue of adoption will not affect the property transfer. Your father can transfer the property to anyone he wishes and for that there may not exist any relation between the two.

thank you , he thought he was going to get to come home and take care of all of this but i think he has waited to long and maybe she will get everything

I read in one of your earlier post that your father has signed over your sister the deed when he was on high doses of morphin. In that case, if you can legally prove this to the court with the help of an attorney, then your sister will not be able to get entire ownership of the property.
