It looks like your friend's name is both on the title to the house and on the mortgage and now she wants to remove her name off them. Well, you can get a quitclaim deed signed by her through which she would transfer the title to you and then you can get it refinanced in your name.

It is I that wants her name off the deed. I purchased it in her name but I'm the one paying all the bills on the mortgage and property taxes, etc.
I now want it in my name but she's giving me a hard time.

i think you made a grave mistake, refund, by purchasing the property in your friend's name and subsequently making payments. what is going to compel your friend to comply with your request? i suppose you could hold a gun to her head, but that wouldn't stand up in court, would it?
i think you're stuck in a mess of your own creation, and i don't think there's any easy way out of it.
perchance, do you have any documentation that reflects what took place? in that case, you may have some recourse to cause her to comply with your request. otherwise...pray a lot.
well...pray a lot anyway...it's always helpful.
