Since his name and my name is on the deed, can I quick claim deed it to another person or do I need to provide a death certificate and quick claim deed to myself and then do another quick claim deed to the person I am giving the property to? There is no mortgage on the property, but does the quick claim deed also change the title? Property is in Indiana if that matters.

You will have to file an affidavit of heirship at the county recorder's office and get the property transferred in your name. Once the property is transferred in your name, you would be able to sign a quit claim deed and transfer it to someone else.
