hello,
i have recently had my ex-wife sign a quit claim deed and now i am trying to short sell the house. since the ex-wife is still on the mortgage, she is calling my lender saying she will not sign the paperwork at closing.
can she do this? this is potentially freezing my short sale or delaying it drastically.

I can't quite fathom what paperwork she'd have to sign at the closing. After all, it's not her home any more. This looks more like a smokescreen to hold up your transaction.
