There are three siblings on the deed to my fathers house. Two want to trasfer their parts to another person. Can we do this?

You will be able to do this. The two siblings who want to transfer the property will have to sign a warranty deed or a grant deed (if the property is free) and give away their rights to the third sibling. The third sibling will become the sole owner of the property.
