I would like to come off of title of a property, but the other owner will not call me back, i am not on the loan and he wants me off but will not work with me

You can sign a quit claim deed and transfer the property to him. This will help you in transferring the ownership of your property to the other owner. The other owner can then file the deed at the county recorder's office.
