my father transfered the title deeds to his house over to my brother 14 years ago and my parents have lived in that house rent free. However, my father wants to move but my brother will not sign the title deeds back to my father. Is there anything my father can do?

Your father has transferred the property to your brother. So your brother is now the owner of the property. Unless and until your brother transfers the property to your father again, your father cannot get the property back.
Now if your father can prove the deed was invalid then he can get the property back. BTW was the deed notarized and recorded in the county recorder's office?
