My Mom just called and stated to me that they want to sign over there house to me, "Just in case." I asked if we could contact an attorney and that was a big NO. What are my options? Can I do this myself? Where do I start?

is it a mortgaged property? if so then you will have to refinance the loan on your name. so can you afford the mortgage?
your mother will also have to inform the lender and take his consent before singing over the property to you.

No, there is no lenders, liens, or back taxes.

I think Abid is correct in saying that you should contact a title company if your mom is not interested in dealing with an attorney. This is because the deed should be drafted by either of them as they know how to do so.
Since there no liens, the transfer can be done with a warranty deed.
