If my mother puts her house in joint tenants with Right of survivorship over 6 years ago can she change her will and give her portion or the whole house to some one else wtheout my consent , how does joint tenants with Right of survivorship work ?

As far as I can understand, the will was drafted later on. In that case, the deed stating the joint tenancy with Right of survivorship will be taken into consideration and not the will. However, it would be better if you could contact a real state attorney and take his opinion in this regard.
