what is necessity of Title Search Report? For this report does the lawyer is needed? can we have central governance where we can individually get information about title?

A title search report helps a person to know whether the property is free and clear or not. You can contact any title search company and get the title search report. However, you will have to pay for the report. You can contact your county recorder's office and can get information about any property.

the title search will provide information as to who the owner of the property is, whether any liens are outstanding on the property, or any other encumbrances, such as rights of way, etc.
i'm not quite certain what is meant by "central governance" but the most effective way to obtain information on your own title is to request a search from a title company. and yes, this is a service for which you would have to pay.
