my father had tools of value in his home when he pasted away,they have an outstanding debt owed on them,there are 5 children ,who is intitled to the tools

Did your father had a will? If he had a will, then he must have divided the tools amongst your siblings and you. The will needs to be probated and then the property will be divided amongst you all accordingly.
If there's no will, then your siblings and you need to file an affidavit of heirship and transfer the properties in your names. You all can decide amongst yourself as to who would receive the tools.
