My father's uncle passed in 1960 without a will. The family got cheated out of most of the property when one of the heir was picked up,kept very intoxicated and swindled out of the land without properly being handled. There is a two acre plot that was never handled and is attached to my property, surrounded by other property that was miss handled and belong to other people. Taxes are about 12 years un-paid and a bill was sent to my father. Can I pay this and get some type of deed in NC where this will be mine or is there a lot of paper work to go through?

You mean you want to get ownership rights on the property that was being transferred to someone illegally by cheating the family? If that is so, then I don't think even by paying the taxes you can get the property back until and unless the current owner would sell it to you.

First of all you need to talk to the present owner of the land, if there is any. If he is willing to give the property to you then you can pay the unpaid tax on his behalf and then take up the ownership rights. For any such transfer the unpaid tax needs to be cleared off in the first place.
If there's no present owner of the property, you may file an affidavit of heirship to get the property in your name, provided there is no direct heir of your father's uncle.

Contact an attorney. You may be able to do what you say. What you need to find out is exactly what happened initially. And if the taxes are that overdue they may foreclose and you could purchase it for the deliquent taxes. Again best case scenario you will still have to pay the overdue taxes.
