Quitclaim Deed

Can we avoid the property taxes from being re-assessed after the property is quitclaimed over to my sister? I would like to quitclaim a property over to my sister, however, wish to avoid a new property tax rate as a result?

Normally after a property is quit-claimed to someone, the tax department will reassess the taxes. I don't think you'll be able to avoid the reassessment.
