My brothers are giving the house to me . So how do they quit claim the house to me, since it is already quit claimed once to all four of us.

Tough to answer without know which state your in, but you should be able to use a standard quitclaim deed. The new quitclaim should be completed as you brothers deeding to you their one fourth interest in the property.

Your brothers should quitclaim the property to you. They will be the grantors of the property and you will be the grantee to the property. You can find sample quitclaim deed forms online but it is always better to take the help of an attorney.
Once the quitclaim deed in filled out properly, it has to be notarized and recorded at the county recorder's office.

My late mother's home is about to be quitclaim deeded to me. I have lived here the past 12 years with her. Will my taxes go up? Is this quitclaim considered a sale? Seems I heard that if this has been my residence for 12 years, the taxes would stay the same.

You cannot transfer the property of a deceased person through a quitclaim deed. In that case, you will have to file an affidavit of ownership at the county recorder's office and get the property transferred in your name. As far as taxes are concerned, once the property is transferred in your name, there are chances that the property taxes may increase.
