if 2 people are on a quit claim deed do they both have to sign. or can one refuse knowing that if the quitclaim deed is filed that the wishes of the will, will not be upheld and that person will be out of alot of money?

If two people are on the quitclaim deed, then they will both have to sign the deed in order to transfer the property to someone else. Signing or not signing the deed depends upon the grantor. However, it is true that if there is a quitclaim deed and a will and if the quitclaim deed was signed first, then it will be taken into consideration and not the will.
