My question,
What if my ex-husband won't sign a Quitclaim deed as required by the Divorce Decree? Is there something I can file with the Separation agreement papers that he did sign to get his name removed from the title of the house I was awarded as part of my settlement? I've just received notice from the IRS that they want to file a levy because of taxes he owes from a recent audit.

The divorce decree is a legal document and your ex-husband has to abide by it. You can contact your attorney and take legal actions against him if he refuses to sign the quit claim deed in your favor.
