If the property is located in Ohio, then you will have to record the deed at the county recorder's office over there. In such a situation, you need to be present there in person.

Yes, as long as the deed conforms to Ohio law. Send it to the county recorder's office in the county where the property is located. They may have a website with info on how to file.
