my sister is signing her half of the house over to her daughter who live out of town, now do her daughter have to be in town in order for her to file with the county auditor.

Your sister can sign the deed and notarize and file it at the county recorder's office. I don't think it is mandatory for your daughter to be in town at the time of recording of the deed.
