I live in NC and my name is on a deed with my brother on my mother's house in SC,can i file a quit claim with no financial obligations when the house is sold to pay for her care?

you can sign a quit claim deed and transfer your share of the property to your brother. you will be relieved from all obligations towards the property once you sign the quit claim deed. however, if there is a mortgage on the property and if your name is on it, then you would be liable for paying it off.
