my mother in law signed a quitclaim in 2004 to her children and step-children. my husband (her son) passed away last year and she has now transferred the property without his (or my) signature (as his surviving spouse). can she do this?

Your mother-in-law cannot transfer your husband's share of the property to someone else. This will be considered as illegal. It will be better if you can take legal help in this regard and sort out the matter.
