Quick Claim for property

My sister recently passed away and still owned property with her ex-husband. They divorced in 1998 and the property was to be sold. A buyer was found, but the ex-husband wasn't able to be located for signature to sign for the sale. All tax payments have been made by my sister until she died. Is the ex husband still entitled to the property?

If the property deed has the ex-husband's name on it, then he will be able to claim the property as his own. He will be considered as a co-owner of the property.
