Hi, I am being offered a piece of land but the seller only wants to do the quitclaim deed. What should I lookout for and who do I contact if I need to check the Title and liens. The property is located in PA.

I am little bit confused why he is avoiding sale deed? Firstly you need to find out valid reason for this particular question and then only you can think of buying the property.
So many times it does happen that titles are not clear and thus person is unable to sell the property.So it could be one of that issue,you are advised to not deal with this if the title is not clear.
As far as title information is concerned you can ask the seller photostats of the property documents and get it verified from the county officer where the property is located.
