The house is paid off. I paid 90% of the loan yet my name does not appear on the deed because my husband bought it before we were married. Now I have an inhearitence and want to go some inprovement to the property. I do not want to do this without my name on the deed. Do I need to go to the county recorders office or an attorney?

even though you have paid more than 90% of the loan, you cannot claim any ownership rights to the property until your name is on the title. thus, it is a good idea to put your name on the property deed before put your money in improving the property.
it is better to consult an attorney in this regard and get a quit claim deed or an inter-spousal deed drafted by him. your husband will have to transfer the property ownership to you through this deed. then once you record the deed, your name will appear on the property title. if you want to add your name to the mortgage deed, you will have to refinance.
