EX-HUSBAND & I STILL OWN PROPERTY TOGETHER. CAN I QUITCLAIM MY 50% TO MY MOTHER? DO I NEED HIS SIGNATURE OR APPROVAL?

If you are married and you had community property in a community property state, then you would need his signature. If the propety is held as joint tenants, then you should be able to convey title to another. Are you responsible for the loan? Changing title does not affect the loan responsibility.

YES MY NAME IS ON THE MORTGAGE, I SIMPLY WANT TO SELL MY 50% TO MY MOTHER FOR $10 (WE ARE IN FLORIDA) JUST SO MY EX-HUSBAND CANNOT DO ANYTHING WITH MY 1/2. DO I STILL NEED HIS SIGNATURE?

I really am only confident on California, not Florida. Contact a local escrow or title company, and they can prepare what you need for a small fee. That way, you know that your rights are protected.
