is another person that has an adjoining quit claim deed on a property liable to pay there portion of property taxes

As he is on the deed, he is also the owner of the property. So he is also responsible to pay the property taxes. BTW is it a mortgaged property?

ok-so, if the other person has NOT paid any of the property taxes in the past 8 years can we have them removed from the property and make them pay there back taxes or what can we do?

You can ask him to pay the share of the taxes but cannot remove him from the deed unless and until he signs a quitclaim deed. Consult with him and ask him to pay his share of the tax. Otherwise ask him to sign the quitclaim deed and pay him his share of home equity. BTW is the title of the property free and clear from any liens?
