Hi Jessica, can my friend quit claim his property to me without registering it with the county?

Your friend can quitclaim the property to you, but in order to validate the deed, he/she needs to get the deed notarized and recorded with the county recorders office. A deed, which is not notarized and recorded, is not considered legally valid.

You friend can quitclaim property to you by signing quitclaim deed but you have to Register it with country record to validate it legally.
