can someone who signed the quit claim deed refuse to sign the paperwork when the grantee is trying to short sell the house if the grantor is still on the mortgage?

The grantor is no more on the property deed. In that case, the grantor is not liable to sign any documents related to the property.

What about if she is still on the mortgage? Is she required to sign paperwork still or does having the quit claim deed signed and notarized relieve her of signing any and all paperwork at closing?

Though her name is on the mortgage, she is not liable to sign any docs at the closing as the property has been transferred in your name. You can simply refinance the loan now.
