my former husband is not paying the mortgage nor the second mortgage. does he have to remortgage the home to relinquis me from be held responsible for the mortgages?

If your name is mentioned on the second mortgage, then you would be responsible for the mortgage though you've signed a quit claim deed. Signing a deed form will only remove your name from the property deed and not from the mortgage.
