my sister got a quit claim on property her and ex owned he signed off but she never got a new deed saying she was sole owner her home is payed off.

It would have been a lot better if you had elaborated a little bit on the issue. However, I will try and answer your query.
First, I would like to know whether your sisters ex had transferred the entire title of the property or only a part of it. However, a quitclaim deed only transfers property-interest. Unlike a warranty deed, it does not guarantee whether the grantor (i.e. the person quitclaiming) is the actual owner of the property. The deed needs to be signed not only by the grantor but by a notary public also, after which the deed requires to be recorded in county recorders office. Only then, the deed will be considered as valid. Was this entire procedure followed properly? If yes, then the deed is absolutely legal and there is no reason to be worried about it.
