Can you explain the situation? You've mentioned too little facts for me to understand the situation.

I was quit deed the house i just want to know if it is possibly that my ex can streamline va loan to lower the payment because the loan is in his name

your ex must have the title to the property in his name if he wishes to refinance the mortgage in his name. so, the streamline refinance isn't possible if you are the only one on the title.
