Before my father passed, he quit claimed the house to me and my four siblings. Only 3 of us live in the house now because the other 2 have their own homes. One of my brothers and I continue to pay the mortgage and all the bills. The youngest refuses to work or contribute to the bills and now wants to move his girlfriend in. We have offered to give him his portion of the value of the house and take his name off, but he refuses this too. Is there any legal recourse for us to stop him from moving his friend in and require him to contribute to the welfare of the house.

You can start Partition lawsuit but in that case the property will be sold and the proceeds will be divided among all the owner of the property. But I think you don't want to sell the property. So better consult with an attorney ASAP.

I wish your brother could understand the situation. I think you have to negotiate with your brother and come to some settlement.
A partition lawsuit won't solve your purpose because none of you are planning to sell the house.
If required you may consult an attorney and take legal steps against your brother.

If your brother that is not paying is not on the mortgage then I don't think you can go after him for payment. But I do think you have some options that you may have to persue legally to get resolved. I would definately contact an attorney on this asap.
