Can Quit Claim Deed be used to transfer siblings share of property to single sibling and keep Prop 13?

owner of property passed away and left property to children in a revocable trust. one sibling wants the property while others want their percentage of the value. the single sibling wants to keep prop 13 intact for the property and compensate the siblings. can a quit claim deed be used by siblings to transfer their percentage of property to the single sibling and keep prop 13?

As far as I can understand, the siblings will be able to sign a quit claim deed and transfer the property to the single sibling who wants to keep the property. That sibling in turn can pay them off. However, for further advice on this issue, I would suggest the siblings to contact an attorney and take his opinion in this regard.
