My uncle is the sole owner of the property, can he quitclaim the property and transfer to his children?
Does he need to add the children first before quitclaim?
If so , how?

Hi harveyee!
Welcome to forums!
Your uncle needs to sign a quit claim deed in order to add his children to the property deed. Your uncle will have to write his name as the grantor of the property whereas the names of his children will be mentioned as grantee.
Feel free to ask if you've further queries.

Your uncle can sign a quitclaim deed to transfer his property to his children. Then his children will too become holders of the title of the property. Or, he could sign a warranty deed that will transfer the ownership right of the property as well. A quitclaim deed does not warranty that right.
