if i signed a quit claim deed on a timeshare condo, am i liable for unpaid taxes or maintance fees attached to the property?

You'll have to clear off the unpaid taxes and maintenance fees attached to the property when you owned it. If you've not cleared them, then the new owner of the property would ask you to clear it off.

If this is a divorce situation with the lawyer writing a letter stating that the quit claim is signed with the condition that the unpaid fees are not my responsibility, is that a legal way to avoid the fees? Can I then be released of this debt?

If the court has given a ruling that you should not be held liable for the late fees, then I don't think the lender can make you liable for the dues. In my opinion, you will be released from the debt.
