Can a sister Quit Claim a brother and without the house being reassesd?
Is there also a form to keep the house from being reassesed? Once, my sister Quit Claimed her half of house to me and then I back to her once so we could get a better loan interest rate. The taxes went sky high and I had to Quit Claim it in the original Quit Claim that was done with our father to get the taxes back.

Yes, a sister can definitely quitclaim her portion of the property to a brother.
As far as I know, when there is a change in ownership, the property is reassessed and property taxes are fixed. I haven't heard of forms to keep the house from being reassessed. However, if you are not satisfied with the reassessment of the property taxes, you can appeal at the tax assessor's office depending upon the laws of the state.
