can someone quick claim a deed to family member if the property is second mortgaged by the bank and ex husbands name is on the loan with the bank?

As there is a mortgage on the property if property title is transferred to someone the lender might require the loan to be paid off or refinanced in the name of the new owner.

only the person whose name is on the property title can sign a quit claim deed and transfer the property to anyone. if no one is there on the title of property then the person who is on the loan i.e. your ex-husbands name is on the title. then, he can only sign the deed and transfer it to anyone.
