I QUICK CLAIM MY PROPERTY BACK IN 1992 BUT MY NAME IS STILL SHOWING UP AS THE PROPERTY OWNER.

Even if you have quitclaimed your property. I suppose the current owner hasn't recorded it at the County recorder's office and that's the reason why it's not been there on the title. Instead, your name is being shown on the title.

Yes that is correct. After the new deed is recorded with the county recorder's office, the property records will show new owner's name instead of yours.
The reason is until the deed is recorded nobody knows that you have transferred your property to someone else. Only after the deed it recorded it officially becomes known that this property ownership has changed.

to be recorded someone has to go down to the county clerk's office and pay the $3 fee to record it.
do you still have a copy of the quit claim deed? you might want to hustle down to the clerks office.
