I've been told by the title company that this needs to be prepared by a lawyer. I've also been told by the mortgage broker that the title company can prepare this document.

It is better to take help from an attorney for preparing the deed. Being a legal expert, an attorney will prepare it correctly and that will help you in the long term.

As far as I know, deeds can be prepared both by an attorney as well as by title companies. If your mortgage broker has asked you to get the deed drafted by a title company, then there's no issue here.
However, due to some reason the title company will not be able to draft the deed and that's the reason they are referring you to an attorney. Now, it's up to you to choose another title company or an attorney.
