i have been trying for months to get my name changed on my morgage because i got married. everytime i speek to them, they tell me they mailed me a packet of information and that they need for me to fill out the paperwork and send them $100.00 to change my name. my husband and i are thinking about refinancing. do i have to change the name to be able to refinance and use my married name?

You can first change your name is property deed and record it at the county recorder's office. Once you do so, then you can refinance the loan and mention your married name on the mortgage documents.

If you want to change the maiden name on the property deed to the marital one, then you need to sign a quit claim deed mentioning the maiden name as the grantor of the property and the marital name as the grantee to the property.
