can we refi. or transfer loan with no equity in our home?
yes if you qualify for the du refi plus program then you can refinance without equity.

Bob, see if your loan is owned by either Fannie Mae or Freddie Mac. If so, you'll be eligible for their REFI PLUS programs which allows financing up 125%

Ted, I wish all banks would do the deal up to 125%. Unfortunately, many of them are capping it at 105%
