Most lenders will not modify the loan from an ARM to a fixed rate.
it would seem that maybe you're calling the wrong department at chase. you're better served to do a refinance of your mortgage, especially since the people you're calling are unresponsive. you can check with one of the chase loan officers, or any of the lenders here to find out what you need to do.
