i am in the process of refinance my condo , an i rec'd a "good faith estimate and one of the fee was typed in under the last # at the top of the page, called a "tax registration fee" is there such a charge , cause i have re-fin before and never seem that charge...........

As far as I know, the tax registration fee is the same as mortgage registration fee that a borrower has to pay when the mortgage is recorded. For example, such a fee is required to be paid by borrowers in Kansas state.

Mortgage registration fee is a charge that one needs to pay when his mortgage is recorded or when he gets a release certificate from the lender. But this may vary from state to state. So, if you can let me know about your state, I'll be able to help you better.
Every county will vary in the fees they charge when a mortgage is recorded. They can even have separate charges and separate taxes. This sounds like a legitimate charge so I wouldn't worry about it.
