Most lenders will have a minimum loan amount, which is usually 80-100k - but you can find lenders to lend less. Contact local lenders in your area, or go with a broker who can find a home for your loan. Good luck

Lenders won't let you refinance or give you a loan below the range of $50,000. Apart from that, it will depend upon your property and your credit situation as to how much loan you will be able to qualify for.
