would like to lower interest rate and make it a 15 year loan

owe 72,000, 6.99% inetrest and a 30 year loan. would like to refinance 85,000 to build a double car garage and get a much lower interest rate and make it a 15 year loan. we have excellent credit. where can we go to refinance?
