is it possible to refinance with negative equity? have a home with a first and second mortgage both are arm.

If you can get more than 100 percent refinancing then it may be possible. But it is very rare and the rates will also be very higher. But you can always talk to you lender and try to refinance and turn the ARM into FRM.
