non occupying borrower

borrower is looking to add a nonnocc borrower not on title or note to help in qualifying for their refinance...don't think this is allowed...any help in clarifying....the 4155 appears to speak in terms of purchasing only.....
You can add a co-borrower on a refinance if it's NOT for cash out purposes. You can add him/her if it's a rate and term refinance.
