we have good credit, money in the bank, two condos with no mortgage.
we were denied a refinance because our property is a leasehold. is this legal? other neighbors have refinanced and not had this problem.

It is legal to deny the loan and it is a legit concern for your bank. Go to the bank that your neighbors used.
